ITU Level II Technical Official Seminar - London, GBR
(14-15 February, 2009)

Forty-three participants from Great Britain and Ireland participated in the first ever ITU Level II Technical Official Seminar in London, Great Britain during the past weekend. The two-day seminar was hosted and co-organized by the British Triathlon Federation (BTF). The instructor of the course was Thanos Nikopoulos, ITU Technical Operations Manager, assisted by Jorge Garcia, International Technical Official from Spain, and Jasmine Flatters, member of the ITU Technical Committee from Great Britain. The ITU Level II Technical Official Seminar is intended to train Technical Officials to act as Technical Delegates for International, Continental Championships and Continental Cups as well as a Technical Official at World Championships, World Cups and Major MultiSport Events.

The main topics of the Level II course were:
- Technical Delegates serving Triathlon during the next Olympiad: Events, Policies & Procedures,
- New updates on the ITU Competition Rules, the challenges of implementation, and differences between ITU and BTF Competition Rules,
- Venue & Technical Operations.

Among of the course attendees were John Lunt the triathlon competition manager for the 2012 London Olympic Games, and Hugh McAtamney from Ireland, who is responsible for the 2010 ETU Triathlon European Championships on 2-4 July, in Athlone.

This first step of training Technical Officials for London 2012 demonstrated how ITU and the BTF will work together to ensure the competition is of the highest level at the Olympic Games.

The ITU Events Department will continue the education program for Technical Officials and Event Organizers in this Olympiad, said Gergely Markus, Director of ITU events. The education will be combined with a certification programme to build a global team of Technical Officials with a deep knowledge of the ITU Competition Rules and procedures. The education program will touch all five continents on different levels.

After the closing workshop of the seminar the participants were awarded an ITU Level II Technical Official Certification Diploma.  The excellent feedback from the officials confirmed the necessity of similar education programmes all over the world. The London seminar was the first stop of the 2009 ITU Technical Official Education Programme.  More information will be available shortly on www.triathlon.org.

About ITU Technical Official Education and Certification System:
The goal of the ITU Technical Officials Education and Certification System is to improve the level of triathlon officiating all over the world by::
- creating a basic level of officiating skills, where national federation officiating programmes do not exist or is at a very basic (grass roots) level;
- improving the level of officiating skills where the system is already in place.
The operation of the ITU Technical Officials Education and Certification System is coordinated by the ITU Events Department.  It features standard learning materials and specifically trained lecturers for the following three levels of courses:

National Technical Official (NTO) Level I: The objective of the Level I course is to provide participants with the theoretical and practical training required to make them capable of officiating as a Technical Delegate (TD) at national level events (national championships, national cups) and as a Technical Official (TO) at international events (continental cups, continental championships, minor MultiSport events) held within their country. The Level I course also identifies candidates for the position of National Technical Officials (NTO).  Level I courses are organized by the National Federations.  ITU will provide the necessary learning support materials and qualified facilitators if it is requested by the NFs.  Those NTOs who meet the required test scores and a minimum 2 years experience will be are eligible to attend a Level II course.

Continental Technical Official (CTO) Level II: The objective of the Level II course is to provide participants with the theoretical and practical training required to make them capable of officiating at Continental Championships, Continental Cups and MultiSport Series Events as a TD and at World Championships, World Cups and Major MultiSport Events as a TO.  Level II courses are organized by Continental Confederations and/or the ITU Events Department.  ITU will provide the necessary materials and facilitators if it is requested by the continental confederation.  The participants who successfully complete the course requirements receive an ITU Level II Officiating Certificate.

International Technical Official (ITO) Level III: The objective of the Level III course is to provide participants with the theoretical and practical training required to make them capable of officiating as a TD at the highest level international events (Olympic Games, Major MultiSport Games, World Championships, MultiSport World Championships and World Cups), or as a TO at Olympic Games.  Level III courses are hosted by the ITU Events Department.  All necessary materials and mentors are provided by ITU.

Seminario ITU de Tcnicos Oficiales Nivel II Londres, GBR

Cuarenta y tres participantes de Gran Bretaa y de Irlanda participaron en el primer Seminario ITU de Tcnicos Oficiales en Londres, Gran Bretaa durante el pasado fin de semana. El seminario de dos das fue co-organizado por la Federacin de Triatln Britnica (BTF). El instructor del curso fue Thanos Nikopoulos, Director Tcnico de Operaciones, con la ayuda del espaol Jorge Garca, Tcnico Oficial Internacional y de la britnica Jasmine Flatters, miembro del Comit Tcnico de la ITU. El Seminario ITU de Tcnicos Oficiales est destinado para que Tcnicos Oficiales acten como Delegados Tcnicos para la Internacional, en Campeonatos Continentales y Copas Continentales as como Tcnicos Oficiales en Campeonatos del Mundo, Copas del Mundo y las Grandes Pruebas Multideportivas.

Los temas principales del curso Nivel II fueron:
- Delegados Tcnicos al servicio del Triatln durante la prxima Olimpiada: Eventos, Polticas y Procedimientos,
- Nuevas actualizaciones de las Reglas de Competicin ITU, las dificultades de aplicacin y diferencias entre las Reglas de Competicin de la ITU y la BTF,
- Sede y Operaciones Tcnicas.

Entre los asistentes al curso estuvieron John Lunt, director de competicin de triatln en los Juegos Olmpicos de Londres 2012 y el irlands Hugh McAtamney, responsable de los Campeonatos de Europa de Triatln ETU del 2010, del 2 al 4 de Julio en Athlone.

Este primer paso en la formacin de Tcnicos Oficiales para Londres 2012 ha puesto de manifiesto como trabajarn conjuntamente la ITU y la BTF para garantizar que la competicin est al mximo nivel en los Juegos Olmpicos.

El Departamento de Competiciones de la ITU continuar con los programas de formacin para Oficiales Tcnicos y Organizadores de Pruebas de cara a esta Olimpiada, dijo Gergely Markus. La formacin se combinar con un programa de certificacin para hacer un equipo global de Oficiales Tcnicos con un profundo conocimiento de las Reglas de Competicin y procedimientos de la ITU.

Tras la clausura del seminario los participantes fueron reconocidos con el Diploma que les Certifica Tcnicos Oficiales Nivel II. La excelente respuesta de los oficiales confirma la necesidad de realizar programas de formacin parecidos por todo el mundo. El seminario de Londres ha sido la primera parada del Programa de Formacin de Tcnicos Oficiales ITU 2009. Pronto habr ms informacin disponible en www.triathlon.org.

Sobre el Sistema de Formacin de Tcnicos Oficiales y Certificaciones de la ITU:
El objetivo del Sistema de Formacin de Tcnicos Oficiales y Certificaciones de la ITU es mejorar el nivel del triatln por todo el mundo:
- Creando un nivel bsico de habilidades y conocimientos, donde las federaciones nacionales no tienen programa o este tiene un nivel muy bsico.
- Mejorando el nivel de competencias y habilidades donde el sistema ya est en marcha.
El funcionamiento del Sistema de Formacin de Oficiales Tcnicos y Certificaciones de la ITU est coordinado por el Departamento de Competicin de la ITU. Ofrece materiales de aprendizaje de calidad y por profesores formados especficamente para los tres niveles de los cursos:

Tcnico Oficial Nacional (NTO) Nivel 1: El objetivo del curso Nivel 1 es proporcionar a los participantes de la formacin terica y prctica necesaria para que sean capaces de ejercer como Delegados Tcnicos (TD) en pruebas a nivel nacional (campeonatos nacionales, copas nacionales) y como Tcnico Oficial (TO) en pruebas internacionales (copas continentales, campeonatos continentales, pruebas menores de multideporte) celebradas en sus pases. El curso de Nivel 1 tambin identifica a los candidatos para el cargo de Tcnicos Oficiales Nacionales (NTO). Los cursos de Nivel 1 son organizados por las Federaciones Nacionales. La ITU proporcionar los materiales necesarios para el aprendizaje y personal de apoyo si son solicitados por la NFs. Los NTOs que superen los contenidos y tengan un mnimo de 2 aos de experiencia podrn asistir a un curso Nivel II.

Tcnico Oficial Continental (CTO) Nivel II: El objetivo del curso Nivel II es proporcionar a los participantes la formacin terica y prctica necesaria para que tengan la capacidad de trabajar en Campeonatos Continentales, Copas Continentales y Series de Pruebas de Multideporte como un DT y en los Campeonatos del Mundo, Copas del Mundo y Pruebas Principales de Multideporte como un OT. Los cursos nivel II son organizados por las Confederaciones Continentales y/o el Departamento de Competicin de la ITU. La ITU proporcionar los materiales necesarios y las facilidades si son solicitadas por la confederacin continental. Los participantes que superen con xito el curso recibirn el Certificado de Oficial Nivel II de la ITU.

Tcnico Oficial Internacional (ITO) Nivel III: El objetivo del curso Nivel III es proporcionar a los participantes la formacin terica y prctica necesaria para que tengan la capacidad de trabajar como DT en las pruebas de ms alto nivel (Juegos Olmpicos, Juegos Principales de Multideporte, Campeonatos del Mundo, Campeonatos del Mundo de Multideporte y Copas del Mundo) o como OT en los Juegos Olmpicos. Los cursos Nivel III son organizados por el Departamento de Competicin de la ITU. Todos los materiales necesarios y profesores son proporcionados por la ITU.
